Why Is Cuba Still Embargoed?

The Cuban Democracy Act of 1992 has as its declared objective the continuation of sanctions against Cuba as long as the Cuban government refuses to progress toward ″democratization and better respect for human rights.″ The Helms-Burton Act further limited the ability of citizens of the United States to conduct business in or with Cuba, and necessitated the establishment of a Cuban embargo.
